Anstead pipe rupture due to rust

The Government has responded to my questions in relation to the major water pipe rupture at Anstead on the 19th May.
Their explanation is that internal corrosion caused the rupture and that it was not apparent on their external inspection of their infrastructure.
The pipe was constructed in 1969 but is expected to be in service until around 2060!
The fittings and valves in the Anstead location were last overhauled 13 years ago in 1996.
The Government has indicated to me that they will bring forward maintenance on similar joins to try and avert a repeat of this failure.
Some homes were flooded and damaged as a result of this failure and thousands of local residents inconvenienced by the closure of Mount Crosby Road.
