Flood buybacks unrealistic

A number of properties in the local area have been flooded on a number of occasions in recent years and the question of a buyback of these properties frequently comes up.
I have made representation on behalf of a number of property owners. The current requirement for a buyback which has existed for some time is that a property must flood on average once every two years to be eligible for a buyback.Furthermore because of a refusal of a request back in 2005 for the State Government to support the Brisbane City Council buyback program current budgets for this program are exhausted.
I have made submission to the Flood Reconstruction Authority and the Flood Inquiry into buybacks as it seems to me that if places are flooding every few years that they are probably unsuitable locations for residences and may be useful for some other community purposes.
To date I have received nothing positive on this suggestion but I will continue to pursue it.
